The purpose of the Enhanced State Hazard Mitigation Plan (ESHMP) is to identify, assess, and
mitigate hazard risk to better protect people, property, state assets, and lifelines within the state.

Vision And Mission
The vision for Utah is a safe, resilient state capable of reducing the impact of natural hazards while actively supporting all communities, whether large or small in area and population. This plan not only serves as a blueprint for pre-disaster mitigation but also stands as an educational resource, empowering our diverse communities to build a more secure future together.

The mission of this Plan is to improve understanding of the state’s risks and vulnerabilities to natural hazards, provide guidance to state, local, and tribal agencies in utilizing comprehensive mitigation strategies to increase resiliency capabilities and significantly reduce potential casualties, physical damage and limit social, economic and environmental disruptions while fostering a whole community approach that considers equitable outcomes.

What Is Hazard Mitigation?
Hazard mitigation as defined by FEMA is any action taken “to reduce loss of life and property by lessening the impact of disasters.” These actions are long-term solutions that protect life and property from hazard events by reducing or eliminating long-term risks.

Local hazard mitigation plans form the foundation of a community's long-term strategy to reduce
disaster losses and break the cycle of disaster damage, reconstruction and repetitive damage. FEMA
supports local mitigation planning to achieve the following:

• Foster partnerships among all levels of government.
• Develop and strengthen non-governmental and private partnerships.
• Promote more disaster-resilient communities.
• Reduce the costs associated with disaster response and recovery by promoting mitigation activities.
