Emergency Management Assistance Compact (EMAC)

What is EMAC?

EMAC is a national state-to-state mutual aid system where one state can share resources with another during governor declared disasters. The terms of the resource sharing agreement, including any financial obligations, are documented pre-deployment and are legally binding.

Who manages EMAC?

Nationally, EMAC is managed by the National Emergency Management Association (NEMA). At the state level, EMAC is managed by each state's emergency management division. The Utah Division of Emergency Management (DEM) is responsible for approving and coordinating all Utah EMAC activity regardless of the type of resource or request.

What Is WebEOC?

The Utah Division of Emergency Management provides Critical Incident Information Management Systems (CIIMS) for emergency managers in all levels of government and in partner organizations. One tool used for the documentation of incident information, requests for information or assistance, as well as actions, is WebEOC.
