Public Committees

The Utah Division of Emergency Management provides administrative support for various committees that have public proceedings. Official agendas, notices, and minutes of these bodies’ public meetings are posted at the State of Utah’s Public Meeting Notice website.

The Search and Rescue Advisory Board comprises seven members who offer oversight and guidance on the program's rules and operations. Their specific duties include overseeing the Utah Search and Rescue Financial Assistance Program. Key responsibilities include meeting quarterly to review financial assistance applications, determining and dispersing reimbursement funds, maintaining statistical data on search and rescue efforts from each county, and overseeing the Utah Search and Rescue Assistance (USARA) Card, which helps fund the financial assistance program along with other sources.
The Emergency Management Administration Council was created to provide advice and coordination for state and local government agencies on government emergency prevention, mitigation, preparedness, response, and recovery actions and activities.
Created in May 2022 by H.B. 418, the Grid Resilience Committee is tasked with developing state knowledge and recommendations to enhance grid resilience and protect critical infrastructure. The committee meets at least four times annually, inviting experts to present on these topics. Each year, the committee submits its recommendations to the Public Utilities, Energy, and Technology Interim Committee for their consideration.
In response to EPCRA planning requirements, the Utah legislature enacted the Hazardous Chemical Emergency Planning and Information Act, which established the “Hazardous Chemical Emergency Response Commission” and authorized the Commission to carry out all EPCRA requirements. SERC is composed of representatives from the Utah Department of Public Safety, and the Utah Department of Environmental Quality.
